Bill Irvine completed a B.A. at the University of British Columbia, an M.A. at Queen's University and a PhD at Yale University. In addition to his teaching career at Queen's University from 1969 to 1991, Bill was widely recognized as one of the leading thinkers in Canadian electoral system reform. He published extensively on political parties and elections and on electoral systems for the Task Force on Canadian Unity and for the Macdonald Royal Commission on the Economic Union and Development Prospects for Canada. He is the author of Does Canada Need a New Electoral System? (1979), as well as numerous articles on elections and party systems. He was a visiting scholar at the University of Michigan's Survey Research Center (1972), Essex University (1973-74), the European University Institute (1977-78) and the University of Manchester (1984-85).
