The Technology and Security Cluster at the 黑料吃瓜资源 Centre for International and Defence Policy invites chapters for an edited volume on the implications of quantum technologies for defence, security, and sovereignty. The volume builds on the insights of the conference SITREP-Q: Quantum Readiness in a Changing Global Security Environment, which convened leaders from government, academia, and industry to assess the state of quantum readiness in Canada and beyond.

  • Authors: Conference speakers, attendees, as well as broader members of Canada鈥檚 quantum and defence communities are welcome to contribute to the volume. If you have questions about eligibility, please contact michael.murphy@queensu.ca
  • Expressions of Interest: Interested authors should submit an expression of interest (working title plus 25-100 word pitch) no later than 30 April 2026 to michael.murphy@queensu.ca
  • Chapter length: Final chapters should be 3000-5000 words in length with footnote references following the Chicago Manual of Style.
  • Submission timeline: Full drafts should be submitted no later than 30 June 2026. Revised manuscripts will be submitted by 31 August 2026.  

Scope and Themes

We welcome chapter proposals that engage with (but are not limited to) the following themes:

  • Quantum technologies and the future of military and strategic competition
  • Assessment of Canada鈥檚 National Quantum Strategy and the DND/CAF Quantum S&T Strategy
  • Defence policy, procurement, and innovation ecosystems
  • Public鈥損rivate partnerships and industrial policy in the quantum sector
  • Cybersecurity, cryptography, and post-quantum transitions
  • 鈥淨uantum literacy鈥 for the defence sector and 鈥渄efence literacy鈥 for the quantum sector
  • Dual-use innovation and civil鈥搈ilitary integration
  • Supply chains, critical minerals, and infrastructure for quantum technologies
  • Canada鈥檚 role in the global quantum landscape
